The breeding and selling of hedgehogs in the USA is regulated by the United States Department of Agriculture (USDA).  In order to sell or breed hedgehogs, you must have an appropriate license, undergo inspections and meet pre-set requirements.
Neglecting to obtain a license, whether pet store, large-scale or "hobby" breeder is punishable by law.
